CONSULTATION – Charlbury proposed parking restrictions

We are seeking your views on the proposal to make changes to on-street parking restrictions within the centre of Charlbury, in order to help better manage the provision of residential and short-stay parking within the town. Specifically the proposals comprise of the following aspects:

  • Limited time parking bay – on the western side of Browns Lane, outside the ‘Co-Op’,
  • Shared-use parking bays (permit holders, & also non-permit holders for various time lengths) – on both sides of Church Street, on Market Street & Sheep Street, and on the east side of Grammar School Hill/Park Street,
  • Residents permit holders parking bays – on Pound Hill/Thames Street, Dyers Hill, Park Street, Sheep Street, Browns Lane, and The Playing Close,
  • Residents permit holders parking area – within the entire length of Church Lane (removing the existing DPPP in the process), and
  • No Waiting at any Time (double yellow lines) parking restrictions – on parts of Pound Hill, Nine Acres Lane, Market Street, Browns Lane, Sheep Street, Park Street, Grammar School Hill/Park Street, and Dyers Hill.

  4. (CARERS` PERMIT) (AMENDMENT No.) ORDER 20* NOTICE is given that Oxfordshire County Council proposes to make the above orders under the Road Traffic Regulation Act 1984 and all enabling powers. The effect of Order 1 is to help better manage the provision of residential and short-stay
    parking in parts of Charlbury by introducing various restrictions as follows:
  5. Proposed parking places:
    a) ‘Restricted parking bay 30 minutes, no return within 1hour, Mon-Sat 8am-6pm’ – to be introduced on the western side of Browns Lane, outside the ‘Co-Op’ for approx. 16 metres.
    b) ‘Shared use parking bay, Permit holders unlimited or 3 hours no return within 2 hours, Mon-Sat 8am-6pm’ – to be introduced on both sides of Church Street, between the existing sets of ‘No Waiting at Any Time’ (double yellow lines) at the junctions with Sheep Street & Park Street.
    c) ‘Shared use parking bay, Permit holders unlimited or 1 hour no return within 1hour, Mon-Sat 8am-6pm’ – to be introduced on:
    i) the west side of Market Street, three separate bays (60* metres, 12m* & 26m) between the junctions with Dyers Hill & Church Lane, retaining the southernmost ‘Limited Waiting Mon-Fri 9am-5.30pm 1 hour, no return within 1 hour’ parking bay; ii) the east side of Sheep Street, opposite the junction with Church Street for 26 metres.
    d) ‘Shared use parking bay, Permit holders unlimited or 30 minutes no return within 1hour, Mon-Sat 8am-6pm’ – to be introduced on the east side of Grammar School Hill/Park Street, with two separate bays (13* & 33m) to be located outside the Children’s Nursery. e) ‘Residents Permit Holders Parking only’ bays – to be introduced on: i) the west side of Pound Hill/Thames Street, with three separate bays (5m,
    12m* & 14m) to be located either side of the junction with Cotswold View; ii) the south side of Dyers Hill, two bays (10 m & 36m) east of the junction with Church Lane replacing the existing ‘No waiting Mon-Fri 2pm-3pm’ restriction, and one 43 metre bay to the west, replacing the existing ‘No waiting Mon-Fri 11am-12pm’ restriction;
    iii) the west side of Park Street, four bays (60* m, 12m, 9m & 12m), located north of the junction with Shilson Lane; iv) the eastern side of Sheep Street, two bays (42 m & 16m), located north of the junction with Fishers Lane; v) the north side of Browns Lane, two bays (20 m & 10m), located south of the junction with The Playing Close; vi) the south side of The Playing Close, two bays (10 metres & 14m*),
    located east of the junction with Browns Lane.
    f) ‘Residents permit holders parking only’ area – to be introduced within Church Lane for its entire length, alongside the existing time limited waiting restrictions which will remain. With the existing Disabled Persons Parking Place (DPPP) on the west side to be removed.
    g) Subject to f) above, all other existing DPPPs will remain in place.
  6. Proposed parking restrictions:
    a) ‘No Waiting at Any Time’ restriction (Double yellow lines) – to be introduced on:
    i) both sides of Pound Hill, from the junction with Nine Acres Lane to north of
    the junction with Dairy Court.
    ii) both sides of Nine Acres Lane, extending the existing restrictions east of the
    junction with Pound Hill for an additional 45* m on the north side & 29m* on the
    south;
    iii) the east side of Market Street, for its entire length between the junctions with
    Browns Lane & Dyers Hill;
    iv) the south side of Browns Lane, extending the existing restrictions east of the
    junction with Market Street, to the junction with The Playing Close;
    v) the west side of Sheep Street, extending the existing restrictions south of the
    junction with Church Street for an additional 50*m;
    vi) the east side of Park Street, extending the existing restrictions south of the
    junction with Church Street, to the junction with Shilson Lane;
    vii) the west side of Grammar School Hill/Park Street, extending the existing
    restrictions opposite the Children’s Nursery, to the junction with Shilson Lane;
    viii) both sides of Dyers Hill, replacing the existing ‘No waiting Mon-Fri 11am-
    12pm’ restriction on the northern side, opposite the junction with Church Lane,
    and replacing the existing ‘No waiting Mon-Fri 2pm-3pm’ restriction on the
    southern side, east of the junction with Church Lane.

    The following Map tiles will be updated showing proposed changes: DE35, DF34, DF35 & DG35.
  1. Eligible properties:
    Residents will be able to apply for annual Residents and Visitors Parking Permits and a local identifier ofCH` will be shown on permits and on road signage for bays where restrictions apply. Properties eligible to apply will be residents of Browns Lane, Church Lane, Dyers Hill, Park Street, Sheep Street, Thames Street, and The Playing Close
  2. Residents permits:
    Will be limited to one per resident with a maximum of two permits per property. A resident may obtain a temporary permit for a replacement vehicle while their permanent vehicle is off the road.
  3. Visitors permits:
    Will be available for residents at the above eligible addresses, usually a maximum of 50 days’ worth of permits will be issued per year and provided in blocks of 25. A temporary resident will be entitled to 25 visitors permits.
  4. Charges:
    a) for residents permits per property will be £65 per annum. Visitors permits for residents aged 70 or over will be free of charge. For other residents the first block of 25 visitors permits will be free and the second block will be £1 per permit so that the cost of the second block will be £25.
    b) Contractors may apply for a permit to use a resident`s parking place at a charge of £27.50 for any period not exceeding a week.
  5. Other Matters:
    a) A permit may be withdrawn if found to be granted based on false information, or a permit has not been used in accordance with the provisions of the Order, where it has been abused, or where the agreed terms have not been complied with. This may result in suspension of eligibility for further permits.
    b) Exemptions to the waiting restrictions and the restrictions on the use of parking places will include following exemptions: For disabled badge holders (maximum of three hours where there are No Waiting restrictions are in force), Carers Permit holders, for loading and unloading, people boarding or alighting a vehicle, emergency services, universal service providers and vehicles being used in connection with road works and works to the utility services, and official funeral vehicles.
    c) Order 2 the Oxfordshire County Council (Various Roads – West Oxfordshire) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2012 (as amended) will be further amended so that existing roads and waiting restrictions are moved from that order into this proposed new Woodstock, Long Hanborough & Charlbury ‘Map-Based’ order.
    d) Order 3 will amend the (Carers Permit) Order 2023 to include permission for eligible
    carers to park temporarily in the proposed new resident bays.

    Objections to the proposals and other representations specifying the grounds on which they are made may be sent in writing to the address below by the end of 22 November. The Council will consider objections and representations received in response to this Notice. They may be disseminated widely for these purposes and made available to the public.
