Removal of bins at Narrow Lane and Cornbury

The following email has been received from West Oxfordshire District Council after complaints that 2 dog bins had been removed:

‘My assessment of each issue is below and I also took the opportunity to look around the town.  The good news is that I didn’t see any litter or dog waste so the work we did with the Town Council has improved the appearance of the waste bins and we have seen a reduction in reported overflowing bins.

Marlborough Place / Narrow Lane – This bin was in a residential area and therefore it would not within our policy to put a bin here which is why it was removed, below is a map showing the location. When I visited the area there was no evidence of litter or dog waste which is a general indicator that there is no requirement for a dual bin.  In residential areas, we encourage residents to take their waste home with them and dispose of it in their household wheelie bin. Bins are generally located in ‘strategic’ locations like junctions (eg there is one at Five Ways and a number in Market Street/Church Street).  Based on the evidence I have I am not proposing to install a dual bin in Marlborough Place / Narrow Lane.  If this is something the parish council feels is necessary, they can purchase and pay for a dual bin to be emptied.

Footpath by North Lodge, Cornbury Park – My  understanding is there was a 30ltr dog bin at the kissing gate entrance of Cornbury Park, behind North Lodge. 

The path is heavily used by dog walkers.  Whilst I was there I undertook an inspection and there was no evidence of litter or dog waste which is a general indicator that there is no requirement for a dual bin.

The council only places bins on adopted highway so this site would not fit within our policy.   Having said that we do need to recognise that the footpath is used, mainly I suspect by residents, to walk their dogs and with this in mind I am proposing the following additional bin to account for residents and visitors who walk into and out of Cornbury Park via North Lodge. 

The map below shows the location of the previous 30ltr dog bin which is marked with a red cross.  People walking into the park via North Lodge will either come from the south east from Five Ways along Grammer School Hill or from the North West from Park Street along Grammer School Hill.  There is already a new dual bin at Fiveways that enables people walking to and from this direction to dispose of litter/dog waste.  I am proposing to install a new dual bin next to the lamp post in Grammer School Hill near to the Pre-School, see picture below.  This will enable people walking to and from this direction to dispose of litter/dog waste. In addition, the new bins are three times the size of the old dog bin so there will be a significant increase in capacity to help dog owners

I hope this is clear and the location of the two new dual bins are shown with blue circles on the map below. 

My intention is to add the installation of the new bin to the snagging list and ask Ubico to complete the works.
